In the specific case you mentioned, I got conflicting reports about that serial number. Rather than make an assumption about which is right and which is wrong, I left both in until it can be confirmed with pictures or with a third sighting.
Regarding the gaps in the numbers, I wouldn't read too much into that just yet. We've only been collecting numbers for a couple of years now, so it's entirely possible that the gaps are filled nicely by watches in private collections that are not moving around i. I know for a fact that a few very significant collections are not well represented by this database.
